The Mayor of a small town is killed for his greed and abuse of power. The local authorities name Juan Vargas, a Janitor and old militant of the Party, to take over. Vargas does the job by the book until he discovers the sweet taste of money and corruption, turning into a mad tyrant, who is willing to do anything to remain in power forever and ever. The film, set in 1949, tells a blunt tale of a small-town politician from the ruling Institutional Revolutionary Party who discovers that graft, extortion and even political murder can all pay handsomely. Luis Estrada&Mac226;s black comedy may have brought down the officials who funded the film. But it&Mac226;s also bringing in large audiences at the few theaters that have risked showing a satire about the inevitability of corruption in Mexico.

Herod's Law director Luis Estrada was born in Mexico City in1962. He has worked in the film industry since he was 15 years old, working along side various noted Mexican filmmakers, including his father, José Estrada. Luis' short films include La divina Lola (1982) and Vengeance is mine (1984). In 1995 he produced Luces de la noche. As producer, writer, editor and director, his feature films include Long Way to T.J. (Camino largo a Tijuana, 1990), Bandits (Bandidos, 1991), Amber (Ambar,1997) and Herod's Law (La Ley de Herodes).
